From 7 September 2026, the EU's automatic duty-reset mechanism lifted the import tariff on non-basmati husked rice from €30 to €42.50 per tonne under Commission Implementing Regulation (EU) 2026/2029, while basmati rice continues to enter the EU duty-free — widening the cost gap between the two categories for exporters and buyers.
On 3 September 2026, the European Commission adopted Implementing Regulation (EU) 2026/2029, resetting the EU's import duty on husked (brown) rice falling under CN code 1006 20, excluding basmati varieties. The new duty of EUR 42.50 per tonne applied from 7 September 2026, up from EUR 30 per tonne under the previous reset in March 2026 (Regulation (EU) 2026/527, applicable from 6 March 2026). For non-basmati exporters and importers trading into the EU, this is a direct, quantifiable increase in landed cost that took effect without any announcement beyond the Official Journal.
This is not a tariff imposed as a trade penalty against any single country. The EU recalculates the duty on non-basmati husked rice twice a year, in March and September, under a mechanism that traces back to a 2005 exchange of letters with the United States, formalised through Council Decision 2005/476/EC. The reset is formula-driven, tied to import volumes recorded over the preceding period, and it applies erga omnes — the same rate for every origin shipping non-basmati husked rice into the EU under CN 1006 20, whether from India, Pakistan, Thailand, Vietnam, or elsewhere. The September 2026 reset pushed the rate up; the March 2026 reset had kept it at the lower EUR 30 level. Exporters who track only the headline India-EU trade conversation can easily miss a mechanical change like this one, even though it changes their cost of entry overnight.
The exclusion clause matters as much as the increase itself. Rice varieties listed as basmati under Commission Delegated Regulation (EU) 2023/2835 continue to enter the EU at zero duty, provided the required authenticity documentation accompanies the shipment. With non-basmati rice now carrying a EUR 42.50 per tonne duty against basmati's EUR 0, the cost gap between the two categories has widened further at the EU border. For an exporter offering both categories, or for a buyer deciding how to structure an order, this is now a larger number in the landed-cost calculation than it was a month ago.
None of this changes overnight demand patterns in the Middle East, Africa, or other major destinations for Indian rice, where the EU is a smaller market than it is for pulses or spices. But for the specific volumes that do move to EU buyers, and for any supplier currently quoting CIF or DAP prices into EU ports, this duty reset is the kind of detail that belongs in the next pricing conversation, not the one after.
Business takeaway: If you export or import rice into the EU, check two things before your next quotation: first, confirm whether the specific variety and consignment qualify for basmati treatment under the varieties listed in Delegated Regulation (EU) 2023/2835, since that status alone is now worth EUR 42.50 per tonne at the border; second, rebuild your landed-cost model for any non-basmati shipment to reflect the EUR 42.50 per tonne rate rather than the EUR 30 figure that applied before 7 September 2026.
