A weak monsoon has cut India's 2026-27 rice crop by an estimated 10 million tonnes, the sharpest decline in nearly two decades, and non-basmati export prices have already risen to their highest level since mid-2025 even as record state stockpiles keep shipments flowing.
India's rice production for the 2026-27 crop year is on track to fall by around 6.5%, or roughly 10 million tonnes, from last year's record harvest of 154 million tonnes, according to industry estimates reported by Reuters on September 17, 2026. Trade bodies describe it as the first annual production decline in a decade and the steepest drop in nearly 20 years.
The cause is a patchy monsoon. Since the rains began on June 1, India has received roughly 15% less rainfall than normal nationally, with deficits reaching as high as 42% in some of the country's key rice-growing states. As of September 11, the area sown under the main summer (kharif) rice crop, which accounts for more than 80% of India's total output, was running nearly 4% below last year. Reservoir levels are also below normal, which could trim the winter-sown crop as well.
The effect on export markets is already visible. Indian 5% broken parboiled rice was quoted at $378-384 per tonne for the week ending October 2, 2026, up from $375-381 a week earlier and the highest level since July 2025, according to Reuters market reporting carried by Business Recorder. The 5% broken white grade was priced at $377-382 per tonne over the same week. A Mumbai-based exporter told Reuters that "crop conditions are worsening rather than improving," pushing up paddy costs and, in turn, export quotes. Demand has stayed firm too, with trade sources pointing to steady African buying and the prospect of the Philippines needing to import more rice as it braces for further storms this season.
Even with prices rising, India still holds a sizeable discount to competing origins: Thai 5% broken rice was quoted around $460 per tonne in the same week, roughly $76-84 per tonne above India's parboiled price.
The production dip has not triggered new export curbs, and Reuters reporting suggests it is unlikely to in the near term. As of September 1, 2026, India's state rice reserves, including unmilled paddy, stood at a record 59.6 million tonnes, far above the government's own stocking target of 10.3 million tonnes for October 1. Those buffer stocks are expected to let New Delhi sustain exports at strong volumes despite the smaller harvest, even as domestic and export prices firm up.
Business takeaway: For importers and merchant exporters sourcing Indian rice, the practical signal is a firming price trend rather than a supply shock. Non-basmati buyers negotiating new contracts should expect export quotes to keep tracking paddy costs upward in the coming weeks, and locking in volumes and prices sooner rather than later is worth considering given the narrowing (though still meaningful) gap to Thai-origin rice. Basmati rice runs on a separate pricing track tied to its own premium segment and minimum export price mechanism, but with India's overall paddy output under pressure this season, buyers across both categories will want to keep an eye on how the monsoon shortfall plays out over the rest of the marketing year.
