Saudi Arabia has approved a new import licensing guide for fresh fruit and vegetables — 15-day permits, a 24-hour pre-arrival rule, and automatic rejection for non-compliant shipments — that takes effect roughly 30 days after its early-October 2026 announcement.
Saudi Arabia has tightened the rules governing how fresh fruit and vegetables enter the Kingdom, and the compliance window is already ticking. According to Gulf News and Gulf Business, a new import licensing guide for fresh produce was approved by Commerce Minister Dr Majid Al-Qasabi in early October 2026, with the Ministry of Environment, Water and Agriculture (MEWA) as the competent licensing authority. The rules are reported to take effect roughly 30 days after the announcement — putting the compliance deadline in early November 2026.
Under the new guide, any business — Saudi or foreign — importing fresh fruit or vegetables into Saudi Arabia needs a dedicated MEWA import licence plus a commercial registration that matches its actual business activity. For every shipment, importers must now obtain a specific import permit through MEWA's “Nama” digital platform, valid for only 15 days from the date of issue, and must secure that permit at least 24 hours before the cargo reaches its Saudi port of entry. Applications require a certificate of origin, shipping documents, a customs certificate and a complete, accurately itemised invoice; phytosanitary certificates are accepted electronically provided they carry a QR code or a verifiable link. Produce must also be free of pests on Saudi Arabia's agricultural quarantine lists, and pesticide residues must fall within limits set by the Saudi Food and Drug Authority. MEWA has committed to processing applications within seven working days, with a 15-day window for importers to appeal a rejection.
The penalty for getting this wrong is blunt: a shipment that arrives without a valid, still-current permit is simply rejected at the port, and the importer bears full responsibility for the loss. For exporters of time-sensitive fresh produce — where a vessel delay, a port congestion day, or a slow buyer-side paperwork turnaround can easily eat into a 15-day permit window — that is a real operational risk, not a theoretical one. It affects Saudi-based importers and distributors directly, but it equally affects every overseas supplier, including Indian exporters, who now needs its Saudi buyer to have the permit timeline locked in before cargo is booked, not after. On the opportunity side, exporters who build the 24-hour pre-arrival permit rule into their shipping schedule — and who keep certificates of origin, phytosanitary documentation and invoices clean and complete the first time — will clear Saudi ports faster than competitors still working off the old, looser process.
Business takeaway: For suppliers already exporting fresh fruit and vegetables to the Gulf, the practical move is to get ahead of this now: confirm your Saudi buyer's MEWA licence and Nama registration are in place, align vessel booking dates so the 15-day permit window doesn't expire in transit, and keep phytosanitary and origin paperwork export-ready well before loading.
