Since 12 August 2026, every package entering the EU — no matter where it was made — falls under the EU's new Packaging and Packaging Waste Regulation. Many exporters outside Europe still haven't checked whether their packaging qualifies.
Since 12 August 2026, a sweeping European Union law has applied to every package entering the EU market, whether it was produced in Germany or packed in a warehouse in India. If you are shipping spices, pulses, grains, dried fruit, fresh produce or packaging materials into any of the 27 EU member states, this regulation already governs those shipments, whether or not the paperwork has caught up yet.
Regulation (EU) 2025/40 on packaging and packaging waste, commonly called the PPWR, was adopted by the European Parliament and Council on 19 December 2024, published in the EU's Official Journal on 22 January 2025, and entered into force on 11 February 2025. Under its Article 71, the regulation's core obligations became generally applicable on 12 August 2026, repealing the older Packaging and Packaging Waste Directive (94/62/EC) that exporters had worked under for three decades.
From that date, packaging placed on the EU market must meet new design-for-recyclability standards, comply with substance restrictions including a ban on PFAS ("forever chemicals") in food-contact packaging, and be backed by a Declaration of Conformity confirming it meets these requirements. Manufacturer identification and traceability information must also appear on packaging from this date. Importantly, the regulation covers packaging "regardless of material or origin" — a jute bag, a woven polypropylene sack or a carton made in India is covered exactly as a German-made one is, the moment it crosses into the EU.
For an exporter outside the EU, the formal legal responsibility for issuing the Declaration of Conformity usually sits with the EU-based importer who places the goods on the market under their own brand. In practice, though, that importer will expect their overseas supplier to hand over the underlying packaging data, material composition details and test documentation needed to issue it. Exporters who cannot produce that paperwork risk losing orders to competitors who can, well before any customs question is even raised.
The compliance timeline does not stop at August 2026. From 12 February 2028, stickers applied directly to fresh fruit and vegetables must be industrially compostable under EN 13432, covering the substrate, adhesive and ink. From 1 January 2030, only packaging rated recyclability grade A, B or C may be placed on the EU market, transport and grouped packaging will face a cap on empty space, and plastic packaging will need to meet minimum recycled-content levels. Suppliers who start documenting and redesigning their packaging now will have a multi-year head start on those who wait for the next deadline to force the issue.
For exporters of cereals, pulses, spices and fresh produce moving into European markets, and for the packaging manufacturers who supply them, the PPWR is less a single deadline than a design brief: recyclable, well-documented, minimal-waste packaging is no longer a sustainability extra for the EU market — it is now the baseline for entry. SATA GreenX works with export-ready jute bags, PP woven bags and corrugated boxes built for international commodity shipments, and this is a good moment for any exporter — ours included — to revisit packaging specifications against the PPWR's design-for-recycling criteria before the 2028 and 2030 compliance milestones arrive.
